Starting a Procurement Project

ICT Service Scheme

The ICT Services Scheme is sufficient to address the majority of IPART’s ICT requirements. Key exception to this will be the purchasing of PCs, Laptops, Printers, and Scanners which are covered in NSW Government Whole of Government contracts.

  • IPART’s scope to independently procure goods and services above $30,000 (including GST) is restricted by additional rules if Whole of Government contracts are not used. Procurement Manager and CEO approval must be obtained at the PLAN stage. IPART would need to:
  • Obtain approval from the Department of Finance Services and Innovation (DFSI), or
  • Obtain approval from an accredited Agency in the Agency Cluster
  • There are two ICTSS agreements:
  • Short form contract: Registered Supplier List with suppliers that have been approved to provide low risk contracts up to $150,000 (excluding GST) and that are low risk
  • General order form: Advanced Registered Supplier List for contracts value over $150,000 (excluding GST), or that are high risk contracts
  • For ICT requirements use the online eQuotes system (A) unless using another ICT Whole of Government
